MIES, Switzerland – FIBA’s Central Board on Saturday signed off on changes being made to the Official Basketball Rules.
The modifications will help make the game more spectacular, free-flowing and fluid. These changes come after FIBA’s Rules Advisory Group (RAG) – which consists of experts from FIBA, the NBA and the National Collegiate Athletic Association (NCAA) – analysed 32 proposals and made recommendations to FIBA’s Technical Commission at its meeting on June 6-7.
RAG held extensive talks and consultations with these bodies as well as the FIBA Players’ Commission and the World Association of Basketball Coaches (WABC) in the leadup to the meeting. FIBA’s Technical Commission reviewed all 32 proposals and approved 14 of them, paving the way for the Central Board to give the final green light.
The changes will come into effect as of October 1, 2018.
Among the biggest and most important changes are:
Article 36 – Technical foul
New rule: If a technical foul is called, 1 free throw shall be awarded. After the free throw, the game shall be resumed by the team which had control of the ball or was entitled to the ball from the point when the technical foul was called.
Reason for change: To avoid double penalty situation after a technical foul is called and to ensure the balance between a team with the ball or without the ball. Strongly supported by Players’ Commission and WABC.
Article 29 – 24 seconds
Amended rule: 29.2.3 – The shot clock shall be reset whenever the game is stopped by an official for a foul or violation committed by the team in control of the ball.
In these situations, the possession of the ball shall be awarded to the opponent team that previously had control of the ball. Then:

  1. If the throw-in is administered in the backcourt, the shot clock shall be reset to 24 seconds.
  2. If the throw-in is administered in the frontcourt, the shot clock shall be reset to 14 seconds.

When the game clock shows 2:00 minutes or less in the fourth quarter and in overtime, following a time-out is taken by the team that is entitled to the possession of the ball from its backcourt, the coach of that team has the right to decide whether the subsequent throw-in shall be administered at the throw-in line opposite the scorer’s table in the team’s frontcourt or in the team’s backcourt.
If the throw-in shall be administered at the throw-in line opposite the scorer’s table in the team’s frontcourt, the shot clock shall be reset as follows:

  1. If 14 seconds or more is displayed on the shot clock at the time when the game clock was stopped, the shot clock shall be reset to 14 seconds.
  2. If 13 seconds or less is displayed on the shot clock at the time when the game clock was stopped, the shot clock shall not be reset but shall continue from the time it was stopped.

If the throw-in shall be administered in the team’s backcourt, the shot clock shall be reset to new 24 seconds or continue from the time it was stopped as defined by the rules.
Reason for change: To shorten the time the offensive team has at its disposal for a shot, once a team is already in the frontcourt. To allow for more opportunities for a shot for a field goal during the game.
Article 35 – Double foul
New rule:
35.1 Definition
35.1.1 A double foul is a situation in which 2 opponents commit personal fouls against each other at approximately the same time.
35.1.2 To consider 2 fouls as a double foul, the following conditions shall be required:

  1. Both fouls are player’s fouls.
  2. Both fouls involve physical contact.
  3. Both fouls are between 2 opponents fouling each other.
  4. Both fouls have the same penalty.

Reason for change: To simplify the rules principles in the situation when 2 opponents commit personal fouls against each other at approximately the same time.

Article 39 – Fighting
New rule: 39.3.1 – Irrespective of the number of team bench personnel disqualified for leaving the team bench area, a single technical foul (‘B’) shall be charged against the coach. Any team bench personnel who, after leaving the bench area, is actively involved in a fight shall be disqualified according to the respective articles (Disqualifying foul ‘D’).
Reason for change: To penalize team bench members for leaving the team bench area during the fight on the court differently (whether they are actively involved in the fight or not).
Article 46 – Crew chief: Duties and powers/Instant Replay Review
Proposed new rule: 46.12
Last two minutes of the game 2:00:

  1. whether a goaltending or basket interference violation was called correctly.

During any time of the game:

  1. after a foul was called on a shooter for an unsuccessful field goal whether 2 or 3 free throws shall be awarded.
  2. Whether a person, unsportsmanlike or disqualifying foul met the criteria for such a foul or shall be up- or downgraded.

Reason for change: To add 3 more cases for the Instant Replay System (IRS) reviewable game situations.
Throw-in after an unsportsmanlike or disqualifying foul
New rule: All throw-ins as the part of an unsportsmanlike and disqualifying foul shall be administered from the throw-in line in the team’s frontcourt.
Reason for change: To speed up the game, to allow for more possession thus for possibly more scoring. To eliminate complex situations after a throw-in from the centre line.

MIES, Switzerland – At its meeting on Saturday-Sunday, June 16-17, FIBA’s Central Board approved the finalized version of the FIBA Women’s National Team Competitions System that will come into effect in November 2019. The new system sets out the road to all of FIBA’s main women’s events – the FIBA Women’s Basketball World Cup, the Women’s Olympic Basketball Tournament and the FIBA Women’s Continental Cups – over a four-year cycle, starting with the period 2019-2022.
The Central Board firmly believes this new system is a major step forward and presents a great opportunity to get the most out of the untapped potential in the women’s game. Much like the new competition system launched for the men in November 2017 with the start of the FIBA Basketball World Cup 2019 Qualifiers, this one specially devised for the women will make it possible to:

  1. establish a clear ‘Road to’ the FIBA Women’s Basketball World Cup during which teams will earn their places for the showpiece event by way of Qualifiers, instead of through the FIBA Women’s Continental Cups.
  2. enable Continental Cups to be the ultimate standalone tournaments where regional champions are crowned.
  3. clarify the qualifying process for all other women’s competitions, with a separation of events’ qualifiers.
  4. enhance the exposure of women’s basketball with more regular national team activity in all regions throughout the year.
  5. increase inclusion and competitiveness as more teams and players participate in each region’s qualification phase.

Why the changes?

  1. Establish clarity in the qualification process for all women’s competition, with a clear separation of events’ qualifiers.
  2. Enhance exposure of women’s basketball with more regular national team activity in all regions during the season.
  3. Increased inclusion and competitiveness with more teams and players participating in the qualification phase in each region and only the very best making it through to the decisive rounds.
  4. Develop National Federations through the women’s game and the regular organization of tournaments at home. This will help the Federations grow their skills and push them to find new opportunities.

8th June 2018;- Veteran Basketball administrator former International Referee, Player and Technical committee Chairman of Basketball Federation of India GM Sampath Kumar breathed his last in Hyderabad at the age of 92.

He was in the helm of Basketball Association from 1955 onwards

His survived by his son John Peter and daughter Linda Joseph

He was preceded in death of his wife Dorcas Sampath Kumar and a daughter Ellen Vijay

Apart from the former chairman, technical commission, Basketball Federation of India who he served for 27 years; he also served as Vice President and member of Selection Committee and as general secretary of the AP Basketball Association later Telangana; and general secretary, Hyderabad District Association around 50 years.

He was also an international referee and an All-star player.

“You cannot imagine Nationals without Sampath Kumar before 5 years ”

He was a sense of awe and veneration that fills everyone in Basketball especially at the Secunderabad YMCA basketball court when descends on it.

In the united AP Olympic Association, Sampath held the post of vice president and member of the executive committee. His last post was as an executive committee member of Olympic Association of Telangana.

Apart from serving in basketball, Sampath was also in YMCA as Board of Director and Chairman of Secunderabad branch.

He was a Good Friend of Kerala Basketball Association, According to P J Sunny president of Kerala Basketball Association who was associated with him for a long-term in BFI lamented that A beautiful soul, full of love and faith, ascended to heaven, away from us, but closer to God, leaving loneliness and sadness. Words cannot describe what I am feeling. I give my condolences to the entire family.

According to YMCA in Secunderabad

He was active on the court till mid 80, at that age he is supremely sprightly for his age, both in mind and body. There is the nagging knee, a consequence of Chikungunya, yet when he is on the court, he is the man. Players, junior and senior, are all ears when he offers tips and advice. How else could it be when the name of the man talking to them is synonymous with basketball in AP/Now Telangana?

Sampath Kumar started playing ball at the Wesley High School. After that, he started playing at the YMCA Secunderabad. There is an interesting story about this. The team on the court were one player short when the coach Williams noticed Sampath Kumar sitting on a nearby wall. He enquired about him and learned that he was a very good player. Williams beckoned the youngster and asked him to join. Sampath Kumar replied that he had no membership and hence could not play. Williams immediately went to the office and paid the then membership fee of Rs.4 for Sampath Kumar and got him to play. This was more than 60 years ago.

For Sampath Kumar, the beautiful game is not football, but basketball. It never tires him; he forgets the ravages of age and tiredness when he talks about it; he looks you in the eye when he does and there is a twinkle you will not miss.

Perhaps it is this energy that young hoopsters love about the man. He cannot stand for long and give lessons because of his bad knee. But to the extent, it allows him he goes to the court and encourages, advises and corrects them. “A teacher should not just teach: he should demonstrate what he teaches,” says Sampath Kumar gravely.

“His approach to the game is so different,” says state player Moses. “On the court, he would be very strict. But off it, he is like a grandpa. He used to call me ‘lazy fellow’ for being slow on the court. But I never felt hurt; I only tried to better myself.”

There’s a long list of players, state-level, national, international, who owe it all to Sampath Kumar for their skill and success. “Sarabjit Singh, Surender Kumar, Surjan Singh and Gurdayal Singh… these are all my wards,” Sampath Kumar used to tell with pride. Sarabjit Singh is the first basketball player to get the Arjuna Award.

The International Players from Andhra includes Muhammed Rizwan, Umakanth, Harikrishna Prasad etc

In AP/Now Telangana he had groomed FIBA technical Delegate Normal Issac who now took his post as the Technical Commissioner of BFI and International referees Peter Santhosh Kumar, Prem Kumar, Anil Devanad raja reddy are some

remembering him from words about Indian Basketball, “When I was in the national team, once an American came down to coach us. One day we gathered around him and asked him about our progress. He said, ‘I wish I had got some pills back from the States that would make champions out of players.’ He was subtly saying that there is no substitute for hard work and constant practice.”

According to Sampath Kumar, the complete basketball player should have good height, good legs should be an excellent man-to-man marker and most importantly, he should be a fighter to the core. “You may be the best skilled among your teammates, you may be the tallest, you may be the fastest, but if you are no fighter, then all’s in vain,” he says and adds, “you must be a fighter; you must fight it out until the end; you must never give up.”

Rajesh Patel, who has been coaching girls’ basketball teams at all levels for the state of Chhattisgarh for decades now is No More. He has led Chhattisgarh to extraordinary success, dominating the Sub-Junior (U14), Youth (U16), and Junior (U18) national tournaments, and most recently, winning back-to-back championships in India’s largest domestic basketball meet – the Senior Nationals – in 2014 and 2015. The girls’ in Patel’s programmes have overcome underprivileged backgrounds, a patriarchal society, and the case of 2015 national MVP 6 ft 11inches Poonam Chaturvedi, a brain tumour, with all her difficulty was made her to done the Indian Colour Under him the girls team have won more than 80 medals including 45 gold for Chhattisgarh

Kerala also lost a Great friend and remembers him With warm and heartfelt sympathy said P J sunny President Kerala Basketball Association who has associated with him in the federation for past several years

Patel (62) breathed basketball and died trying to steer the latest generation of hungry, driven hoopsters from Chhattisgarh. On his way to Ludhiana for the ongoing junior national championships, Patel suffered a cardiac arrest at Panipat—which proved to be fatal, a year after he’d been felled by a stroke. He had been suffering from kidney issues and was a diabetic. Chhattisgarh twice reached the Senior National finals, winning famously against Railways, and regularly contributed to the Indian squads, with players coached and mentored by Patel standing out for their speed and tight grasp of fundamentals.

Those in the basketball community in India already know that Patel’s magic has made Chhattisgarh into one of the true powerhouses of the sport in India. And for his unmatched collection of trophies and medals since the inception of Chhattisgarh in 2000, he has earned his way into the 2015 Limca Book of Records.

He also runs an academy, His wife, took over the responsibility of looking after two dozens of girls at the Bhilai residential academy (top floor of the Patel household),

Patel had been a player himself taken on sports quota at Bhilai Steel Plant in 1979 but held back by his 5’5” modest frame. When he started coaching —devoting 16 hours to the academy he helped build—he decided that he would build a strong team, never mind that it was tough to get parents on board. When he saw blitz speed in a player, he would go about convincing the parents to allow their daughters to get into the sport. Seema and Akanksha Singh’s father, a CISF constable, would be prevailed upon to let his daughters stay on in Bhilai while he was transferred.

According to Puspa an International he was Considerate and caring In the early days, he would pack chhole and chikki and nimbu paani for children who never were in the habit of breakfast, or any meal beyond the one at night. The training sessions lasted 8 hours – starting 5 am. “It was hard work. We’d shoot 500 baskets. We ran rounds even in Navtapaa (the nine hottest days of summer). We could last 40 minutes With the Bhilai Steel Plant behind him, helping with equipment and literally forging the uprights from their foundry, Patel got down to work. He’d be the first to switch on lights and last to turn the plug off. A hustler by nature, Patel would doggedly chase down any official who could help him aid the team, never complaining about what was missing in terms of facilities

Another International Anju Lakra was barely 5’2″, and hoping to take on India’s best basketball player almost a foot taller than her. Coach Rajesh Patel of Chhattisgarh told her what he was to drill into at least 100 other girls—tall, short, strong or frail. “He took the height out of the equation. He said you need only two things to win a fight —speed and defence. Run and shoot like a bullet, he would say,” Lakra recalls.

She’d been a fringe handball player in her school in Bhilai, when Patel, impressed with her natural speed, steered her towards basketball. “Most of us were tribal girls who suffered from malnutrition and didn’t look anything like athletes. I belong to a scheduled tribe, but Patel sir ensured that I became a high-ranking railway officer, a TT, on the basis of my basketball. He really saw no limitations in anyone—of physique or background,” says the former India international, known for her lightening runs taking on the tallest and mightiest even while driving in. “He helped us break free,” she added.
